When you create/edit a post, there will be a little square picture icon below where you type the title of your post, and above the box where you type the body of your post. If you click on that icon, you'll get a new window that will allow you to upload pictures.
Screw pictures, you need to allow my dad and others who aren't blogger.com members to post comments by clicking on Settings, then Comments, and then putting "Anyone" in the box of who can comment.
